The Council

The White Council was an assembly of the Wise — Saruman (its head), Gandalf, Radagast, Elrond, and Galadriel — first gathered at Rivendell in the Third Age for the driving forth of the evil in Mirkwood and the defence against the growing Shadow of Dol Guldur.

The Hesitation

Saruman long counselled patience, and even refused to assault Dol Guldur when Gandalf urged it (scheming after the One Ring himself); when at last in 2941 the Council drove the Shadow out that Sauron returned to Mordor. After Saruman’s treachery was revealed the Council had small power to act, yet helped guide the War of the Ring.
