Barliman Butterbur was the busy and honest innkeeper of the Prancing Pony at Bree — a plump, slow-witted but well-meaning man of the Bree-folk, who looked after the great Road and its travellers and was the chief of the town’s little council.

In the Tale

He received the four hobbits on their flight from the Shire, gave the letter of Gandalf, and (as he said) was ever sorry he had not kept an eye on Strider; after the war he became mayor of Bree and one of Gandalf’s friends, and his inn long prospered in the breaking of the Road.
